||QUALIFICATIONS: Bachelor degree in Business Administration, Finance, or Accounting or related field. Four (4) years experience in Government contract/subcontract administration. Equivalent education/experience is applicable. Must be able to effectively communicate both orally and in writing. Must be able to work on an independent basis, negotiating prime contracts and subcontracts. Must have ability to interface with all levels of management, government and commercial customers as well as other contractor/subcontractor personnel. Must have a working knowledge of applicable Federal Procurement Regulations, applicable federal, state, and local laws, and the Service Contract Act. Requires proficient working knowledge of common office software such as Word, Excel, and other PC-based applications, i.e. Microsoft Office. DUTIES AND RESPONSIBILITIES: Under general supervision, responsible for ensuring overall contractual compliance within assigned contract areas/Work Breakdown Structures (WBS). Responsible for acquisition, formulation, solicitation, negotiation, and administration of major government and commercial prim contracts(s) and subcontract support services. Work activities include: Serves as interface between Management, the customer and subcontractor representatives, as well as other Government Auditory or Review personnel. Attends Integrated Process Management (IPT) meetings within assigned WBS as Contracts Representative. Responsible for receipt, review, disposition, control, and safeguard of official contract/subcontract files. Responsible for receipt, review, disposition, analyzing and processing of RFPs, RFQs, contract change orders, cost impact proposals, and modifications as well as the issuance of all flow-down all subcontract articles, terms and conditions. Responsible for approval and processing of subcontractor invoices, involvement in budget actions for subcontractors, and performs subcontractor rates analysis. Supports wage determination actions in accordance with the Service Contract Act.Performs in compliance with directorate procedures, Sarbanes-Oxley Act (SOX) internal controls and ISO as well as Federal, State, local, NASA, and Air Force, laws and regulations and requirements and energy management conversation regulations, collective bargaining agreements, security, safety, hurricane and other specialized programs or contractual requirements relating to the business of this branch, working within the limits of established policy.
